Amendments to the Personnel Policies and Procedures
The purpose of these amendments is to decrease the Tribe’s liability stemming from unpaid vacation and personal time by limiting the number of combined hours of personal and vacation time an employee can accrue. In addition, the Amendments decrease the number of personal days an employee receives each year by one.

Amendments to the Administrative Procedures Act
Purpose: Amendments to the Administrative Procedures Act. The purpose of these amendments is to delete the lawmaking provisions of the APA so that a new Lawmaking law may be adopted.

Adoption of the Lawmaking Law
Purpose: Adoption of the Lawmaking law. The purpose of this law is to provide a new and improved lawmaking process to replace the lawmaking provisions currently found in the Administrative Procedures Act (APA). The Law would provide a streamlined lawmaking process by reducing steps in the legislative process, but without limiting public input, or otherwise impacting the vetting process. The Law would also enable the Tribe to amend or repeal Tribal laws by a majority vote, instead of the two-thirds requirement which is currently in practice. A fiscal estimate and a legislative analysis for each legislative proposal would also be required under this law.

Public Hearing Process
I. Testimony:
A. Oral: There will be a 5 minute limit for all oral presentations. Each participant is encouraged to provide a written transcript of his/her oral testimony, to be submitted while present at the public hearing or within ten (10) business days from the date of public hearing to the below named individuals.

B. Written: For those who cannot attend the scheduled public hearing or do not plan to speak at the hearing, the Oneida Tribe encourages those to submit written testimony. A maximum of ten (10) pages, doubled spaced, can be submitted within ten (10) business days from the date of public hearing to the Tribal Secretary (Patricia Hoeft) or Peril Huff, Legislative Reference Office at the Norbert Hill Center, 2nd floor or mail to PO Box 365, Oneida WI 54155.
